| there is a lot of up and down play and some side to side play. there is no radial play |

Something is very worn.
But seriously, how much up/down and side/side play do you detect, say in inches? Does the tilt adjustment release lever move firmly, or is it loose also? |

| there is about a 1 inch in up and down play and side to side play is about a quarter inch there is no looseness in the tilt lever |
