my steering column on my 89 tempo two door has some issues
there is play in the steering wheel, and it is a tilt column, so what can i do to correct this problem? rebuild it?

make sure the steering wheel nut and the 4 nuts/bolts holding the steering column arent loose.

If you are having to ask what's wrong with it I daresay you need to forget rebuilding it. Safety issues there..................

To begin with, there is more than one type of play possible there. Is it radial (as in turning wheel) play or is the entire wheel assembly getting loose from side to side? Could even be up/down play if the tilt teeth are dead. Which is it?
